When I click "log out" of my Google Apps account then return to that page again after viewing a different site I am still logged in. Is this normal?

Yes.  This is happening because once you log into your computer at your school you have been authenticated as a legitimate users on our network so your Google Apps session will remain active until you either log out of your windows session or completely close down your browser.
